Mr. Speaker, Sir, may I know what measures the Assistant Minister has put in place to ensure that sufficient disability assessment centres have been created in the districts, so that people living with disabilities can be provided with their reports without subjecting them to travelling all the way to Nairobi?

Mr. Deputy Speaker, Sir, I beg to ask the Minister for Medical Services the following Question by Private Notice. (a) Could the Minister explain the inordinate delay in submitting Reports for Assessment of Persons with Disabilities to the National Council for Persons with Disabilities, which has not been done since June 2010? (b) What measures has the Minister put in place to ensure that Medical Board Reports for Persons with Disabilities are forwarded to the National Council for Persons with Disabilities to enable them apply for tax exemption in accordance with the law?

Mr. Deputy Speaker, Sir, the Assistant Minister has said that he has already advertised some positions. He has also stated that one of the reasons for postponement is due to some reorganization which is happening in the Ministry. Does he contemplate that probably due to the reorganization, some of these positions will be scrapped?

Mr. Speaker, Sir, the Assistant Minister was a victim of such circumstances. He knows very well how draconian university authorities can be at times. What is the Ministry doing to ensure that Universities Councils are also checked, so that they do not take draconian measures like the way they have done?

Mr. Speaker, Sir, while appreciating the answer from the Minister, I would like to bring to her attention that the management committee has met three times. As we speak, that committee is on the ground monitoring the projects. Out of the three meetings, the District Medical Officer of Health has attended only one meeting and yet he is a member. To date, the PMO has also paid part payment of this project without the approval of the management committee.
