  • 14 Apr 2010 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has said that under the KESI Programme, these institutions are going to be rehabilitated and supported. We know this programme is already facing a lot of challenges particularly from donor support. How much funding has been withdrawn by the donors towards this programme? view
  • 14 Apr 2010 in National Assembly: You were looking at me, I thought you were very keen but let me repeat it again. In your response, you are saying that through the KESI Programmes, these TTCs are going to be rehabilitated while we know there are donors who have threatened to pull out. How much support do we get from donors? What is the impact that the withdrawal of donor support going to have on us? 17 view
  • 8 Apr 2010 in National Assembly: Thank you, Mr. Speaker, Sir. May I also know--- Of course, the point raised by hon. Members that DEBs were not involved is actually true. I was turned back along the way when I was going to attend the meeting. May I know from the Minister whether this is going to be an annual event? Are all the teachers who leave the service through natural attrition going to be replaced annually? view
  • 7 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I asked a similar Question last year, about some power lines that had been connected. The Ministry promised that those lines were going to be energised and transformers fitted by December, 2009. I understand that these are projects which were funded by the French Development Agency (AFD). To date, nothing has happened. What is the Ministry doing to ensure that those transformers are actually fitted? view
  • 7 Apr 2010 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) to provide the per-province breakdown of the number of districts currently existing in the country; and, (b) state what steps he has taken to legalize all districts that have not been legalized. view
  • 7 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, while thanking the Assistant Minister for that answer, in the course of last year the Government made provisions to put up some new districts. Has the Ministry considered allocating financial resources to the new districts next financial year? view
  • 7 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, last year this House passed a Motion that every constituency becomes a district. I can see there are 265 districts out of 210 constituencies. What special considerations were given to the constituencies that have extra districts? view
  • 1 Apr 2010 in National Assembly: Thank you, Mr. Speaker, Sir. I rise to support the amendment and in line with the arguments which have been given earlier, it is important that we give value to devolution. By giving all these powers to a National Land Commission to control land at Central Government, it goes against the basis for which devolution was meant. I should also think that looking at the functions which have been given here, one wonders whether view
  • 31 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I oppose this Motion because we have lost it all. The intention was good, but the mood and the pace that was set this morning may not achieve what this Motion intended to achieve. I even propose that the amendments which lie ahead be guillotined now because we are wasting a lot of time. view
  • 24 Mar 2010 in National Assembly: Mr. Speaker, Sir, the Prime Minister has confirmed that there was no provision for funds for the KKVP. He has talked about the rationalization of other programmes in different Ministries to cater for the KKVP. What steps will he take to ensure that the programmes in those Ministries are not affected as a result of the rationalization which, to me means reduction of activities from the normal programmes in the Ministries and transferring funds to the KKVP? view
