Thank you, Madam Temporary Deputy Speaker. I thank the Mover for donating the three minutes so that, at least, I can also support this Motion. The hon. Members have really dwelt on the subject and analyzed the situation as relates to these organized groups. I just wanted to add my views on this. This Committee needs to go and look at the very underlying issues that lead to these organized groups. There are politicians who influence the formation of these groups. asked the Minister for Agriculture:- (a) whether he is aware that the Nyayo Tea Zones Corporation workers at July 16, 2008 PARLIAMENTARY DEBATES 1843 Chebangang, Embomos and Bosto villages live in inhuman conditions due to the corporation's failure to put up adequate housing, health and school facilities; and, (b) what steps he has taken to ensure that the Corporation establishes the above facilities for these workers and their dependants.

Mr. Deputy Speaker, Sir, just to correct the Assistant Minister on pronunciation so that the people can get to know the places that he is talking about, we have Tuyebey and Beshobey. I wish to bring to the attention of the Minister that the people who work there do not necessarily come from the local community. In fact, 70 per cent of them come from far western Kenya. Mr. Deputy Speaker, Sir, the Assistant Minister is just talking about housing, yet there are other very important basic facilities which are lacking here, particularly schools and health centres. I would wish that he visits this area because, last time, when he was answering another question on Nyayo Tea Zones, he was still talking from a position of ignorance. The children of the tea workers are seriously suffering. The neighbouring schools have been over- stretched, because, initially, it had not been planned for this number of workers. On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister is misleading the House by saying that Tuyabei Primary School was put up by the Nyayo Tea Zones Corporation. This is a public school in the village.

Mr. Deputy Speaker, Sir, I just wish to know from the Minister why he has to wait until there is a disaster for him to order an audit on the conditions of our airlines? Secondly, there are serious doubts on the credibility of the Kenya Civil Aviation Authority (KCAA). As a Minister, what score do you give to the KCAA in terms of its performance? Is it excellent or good? Personally, I would rate it as very poor.

asked the Minister for Agriculture:- (a) whether he was aware that, contrary to initial plans of growing tea, the Nyayo Tea Zones Corporation planted eucalyptus trees at Bosto, Meswondo and Kipseonoi villages, thus causing negative environmental impact and huge economic losses to the farmers in the neighbouring farms; and, (b) what steps he has taken to compensate the farmers for the continued loss of soil July 3, 2008 PARLIAMENTARY DEBATES 1625 fertility and diminishing economic value of their land.

Mr. Deputy Speaker, Sir, I totally disagree with the answer given by the Assistant Minister. I believe this is a case, again, where Assistant Ministers just sit and do not verify their information. The area we are talking about is cleared, and initially it had indigenous trees. For him to claim now that, that place is not even suitable for indigenous trees, is a lie. In that constituency, I do not know of any place which is it not suitable for tea growing. So, the Assistant Minister is misleading the House with this answer. I would also like him to ...
