Mr. Speaker, Sir, it is very disheartening for officers to steal this food that will help people who are faced with starvation and are on the brink of death. I was very embarrassed two weeks ago in my constituency that a District Commissioner (DC) with some of his people stole this maize.

Mr. Deputy Speaker, Sir, the shortage of sugar has been on and off for years. The Assistant Minister is talking about what the Ministry intends to do yet this shortage has been known. Is the Ministry doing a self-defeating exercise by the fact that it is allowing the importation of sugar which frustrates the local market in the Republic? Secondly, the Ministry is not doing enough to boost the farmer. Mr. Deputy Speaker, Sir, one of the reasons that cause delays in issuance of ID cards, or which totally makes it impossible for one to acquire this vital document, is lack of means of transport within counties. How is the Government going to address this situation and ensure that there is mobility in times of registration, so that issuance of ID cards is made easy? Can other registration centres also be established so that issuance of ID cards can be undertaken even at the divisional level? Mr. Speaker, Sir, I do not know whether the Assistant Minister has the correct name of the location because Kalapata is in Pokot North District. So, for it to have been reported to be in Turkana is confusing to me. So, I do not know whether he has the right name.

This is a subject that is very important for all of us, as leaders, and the nation at large. It touches on the lives of our daughters, girls and also our national success. I would suggest that research be conducted and skills developed to make the system successful, especially with regard to education about sanitary towels and toiletry. Mr. Deputy Speaker, Sir, I do not know if the Minister has a way of advising district headquarters on where these deposits are so that there is a clear advice as to how much deposits are there so that as they think of empowering the young people with money, there is certainty as to how much deposits there are in these districts. Could the Assistant Minister help advise those districts? West Pokot is one of these districts that have deposits of gold and many other minerals. Mr. Deputy Speaker, Sir, the Minister tried to answer the Question by mentioning a tank which is already under-serving the community that is there. West Pokot County, like many other counties in the north, is still undergoing a drought that needs immediate attention. What measures will the Minister take to ensure that these institutions are provided with water, especially the mission hospital and the schools that really need water? What immediate measures is the Minister taking to cater for this problem?
