  • 6 Sep 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I do not know what interest I need to declare on this issue! It is just a bad law, which we want to remove! view
  • 4 Sep 2007 in National Assembly: asked the Minister for Agriculture:- (a) what the academic/professional qualifications of the chairpersons of the Boards of Directors of the following sugar companies:- (i) Mumias; (ii) Sony; (iii) Chemelil; (iv) Nzoia; and (v) Muhoroni are; (b) whether he could also confirm that the chairpersons of the listed State Corporations are competent to hold office and that none has been convicted of a felony or declared bankrupt; and, (c) how he rates the performance of the chairpersons. view
  • 4 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, I have some records, some of which relate to decisions of the High Court, regarding one of the Chairmen, Mr. Herbert Ojwang. I was pleading with the House to allow me time, up to Tuesday next week, in order to present them to the Minister, so that I can ask a proper supplementary question. view
  • 4 Sep 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity. To begin with, I hope that the Minister, while responding, will address this issue. I want to read to the House the HANSARD of 19th April, 2007 and the issue is about Government position on Integrated National Transport Policy. The person who gave the Government position is none other than my good friend, the Minister for Transport, the hon. Mwakwere. This is what he said. I want to read it so that when he will be responding, he should tell us where things went wrong. He said inter ... view
  • 30 Aug 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to say a few words on this Bill. Every time we are called upon to debate legislation, one must try to read beyond the written words, especially when the Government comes up with certain proposals like those contained in this Bill. Mr. Temporary Deputy Speaker, Sir, in the Memorandum of Objects and Reasons, the Bill says as follows:- "The objects of this Bill are to provide for the prevention, detection, investigation, criminalisation and punishment of organised crime; to provide for the recovery of proceeds of organised criminal group ... view
  • 30 Aug 2007 in National Assembly: No, I was not, Mr. Temporary Deputy Chairman, Sir. view
  • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the Mover for coming up with this Motion. The Motion is very good and laudable, but it is seeking to introduce a legislative framework. I think it is imperative for the Government to support this Motion by developing a policy framework upon which the legislation will be anchored. As you have heard, even from the Vice-President and Minister for Home Affairs himself, the current interventions are, in a manner of speaking, very haphazard. The way assistance is offered to those who are affected by the HIV/AIDS scourge cannot be described as structured. ... view
  • 29 Aug 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to say a few words about this Motion. To begin with, I want to congratulate the Mover and like I have said earlier on with regard to the earlier Motion, I want to appreciate that though we are uncertain, we are definitely sure that we are at the tail-end of this Ninth Parliament. A Motion of this nature, important in my view as it is, should be a wake up call to the Government that we need specific policies being brought to this House for debate and adoption. Mr. ... view
  • 29 Aug 2007 in National Assembly: I am happy that as I speak, the Assistant Minister in that Ministry has walked in from the gym, and I welcome him. Mr. Deputy Speaker, Sir, we do not want statements of sympathy or platitudes or high- sounding phrases, which are merely meant to be vote-catching, to be used when everybody goes to visit people in ASAL areas. We want people to visit the ASAL areas with definite programmes. It is not enough to come and say: "We have something in the Printed Estimates. We will drill boreholes". We need real programmes. It is not all those areas that ... view
  • 29 Aug 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, these Heads, as read out, relate to various Missions and, perhaps, the explanation for each may not be the same. I hope that you will permit that we deal with them one by one. view
