Mr. Temporary Deputy Speaker, Sir, one minute will not be enough. I want to bring this issue to its logical conclusion. July 4, 2007 PARLIAMENTARY DEBATES 2287

4 Jul 2007 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir, for that correction. Mr. Temporary Deputy Speaker, Sir, the freedoms granted to all citizens of this country as provided for in Section 79(1) of our Constitution, are clear. Indeed, those freedoms and rights have been read out. Mr. Temporary Deputy Speaker, Sir, if you go to Section 79(2), it creates some other classes of people in particular situations. In respect to those persons, it is said that nothing contained in or done under the authority of any law shall be held to be inconsistent with or in contravention of this section to the ...

27 Jun 2007 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, now that the Vice-President and Minister for Home Affairs has talked about the Vision 2030 with regard to its connection to the KIE sheds; given the success that has been noted with regard various devolved funds, could he consider making it a policy, that there will be such sheds in every constituency?

20 Jun 2007 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to say a few words about the Budget Speech that was delivered by the Minister for Finance on Thursday, 14th June, 2007. As usual, it is not my business to tell them when they have done well. It is my business to tell them where I think they have not done well in the hope that if they have ears, they will hear and improve. We do not hate them! Looking through the Budget Speech, you realise that the Minister has fallen into this habit of making populist ...

13 Jun 2007 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I think this is another glaring example of the Government's ineptitude and inability to enforce the law. The Constitution of the Republic of Kenya states that, no person shall be discriminated against on the basis of gender, colour, race and, indeed, disability. Is the Assistant Minister saying that they cannot enforce the Constitution of Kenya to compel media houses not to discriminate against the deaf and dumb of this Republic? 1740 PARLIAMENTARY DEBATES June 13, 2007

13 Jun 2007 in National Assembly:
Mr. Speaker, Sir, 20 minutes is really a very short time, but I will try to hurry up. As I said yesterday, I am in support of the Kenya Roads Bill, subject to minor amendments, which I believe have been proposed by the relevant Departmental Committee. With the creation of the proposed three roads authorities, we are going to see a situation whereby three service institutions will be undertaking road construction, rehabilitation and repairs in various designated areas as proposed in the Bill. I commend the Ministry for borrowing a leaf from what happened in the Ministry of Water and ...

13 Jun 2007 in National Assembly:
Mr. Speaker, Sir, it is good that we remain at all times in the observance of our rules. In this Bill, a very important concept has been introduced. This is the concept of every of these authorities created, being required to sign something similar to performance contracts. It is important that as we create these service institutions, they need to know that they will be under constant public scrutiny to ensure that they perform. The Rural Roads Authority and the Urban Roads Authority, will, within specific periods, as proposed in the Bill, come up for scrutiny. Parliament should get the ...
