Mr. Deputy Speaker, Sir, I beg to reply. (a) I am aware that some youth polytechnics do not have sufficient public service instructors and equipment. (b) During the 2006/2007 Financial Year, the Government recruited and posted 600 instructors in 273 youth polytechnics and National Youth Service (NYS) units across the country. In the Ministry's strategic plan, we have proposed to recruit 1,000 instructors every year, beginning with this financial year. In that way, the Ministry will be able to continuous post qualified instructors to all public youth polytechnics across the country. The recruitment will commence since the funds have now ...

On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the hon. Member of Parliament to seek to be cheap by degrading my status as a Minister of the Government by calling me a "half" Minister? That is irresponsible of him!

Mr. Deputy Speaker, Sir, from the beginning, the committee identified the need to equip and enhance the capacity of the youth polytechnics by providing tools for each of them which were worth Kshs500,000. The intention was to focus on that area and to ensure that we have a model youth polytechnic in each of the 210 constituencies. Therefore, the respective Members of Parliament in the last Parliament, as local leaders were given the responsibility to consult their committees in their constituencies and come up with one polytechnic which will be modelled and, thereafter, there will be enhancement of the other ...

On a point of order, Mr. Deputy Speaker, Sir. This is a very esteemed House. It is the august House of this Republic. The moment we allow hon. Members to start using the Floor of the House to degrade communities in the name of individuals, we will have stemmed patriotism that is supposed to harvest the Republic's integrity. Is it in order for the hon. Member to read names of citizens of the Republic of Kenya and put them in watertight compartments which brings cheapness in the leadership of this country?

Thank you, Mr. Deputy Speaker, Sir. I rise to contribute to this very important Motion. The kind of Ministries we need in this country should be commensurate with Vision 2030 that we have set in order to propel Kenya as the first nation that is harvesting its potential, self-reliance and absolutely without the overdependence on the so-called donor support which essentially comprises of neo- colonialism. This is because a country without economic roots, cannot make its own decisions and cannot move the interests of its citizenry. Mr. Deputy Speaker, Sir, secondly, the Cabinet that I see being contemplated by this ...

Mr. Deputy Speaker, Sir, I rise to support this Motion not so much because of tradition. If this country were to stick to traditions, we would remain very unconventional. We would not entertain any new ways of 1074 PARLIAMENTARY DEBATES May 14, 2008 thinking. We would be thinking within the box. Mr. Deputy Speaker, Sir, when I learnt of this Motion, I took liberty to request for my constituency pollstar to send a 100 short text messages (SMSs). Out of 100 SMSs, 82 replies were received. On processing that poll, I found that 93 per cent, indeed, said they need ...

Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion. Before I proceed, I would like to congratulate Mr. Oparanya for his very deserved appointed as the Minister for Planning, National Development and Vision 2030. I also realise that this is his first Motion in this House. It comes at the right time, and I believe his skills will produce success for the Ministry and, therefore, the country. Mr. Deputy Speaker, Sir, I noted that the Board members are 17. This is good because it has invited diversity. We see that there are four ...

Thank you very much, Mr. Deputy Speaker, Sir. I notice that you have looked at your watch because time is approaching. I will be very brief. I have just one point. Mr. Deputy Speaker, Sir, after going through these reports, I have just targeted one area, and that is on tourism. I noted that over Kshs58 million was not utilised in the time designed because of a special request by the Goldenberg Commission for the sittings to be extended. Rehabilitation works were not undertaken at the Kenyatta International Conference Centre (KICC) as targeted. The works were halted. Mr. Deputy Speaker, ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion. I was among the delegation that was led by Prof. Kamar. With a lot of pride, though Kenya was disadvantaged and, therefore, was put on the agenda of the ACP-EU Joint Parliamentary Assembly, our participation from this House was very well received. The President of the ACP-EU Joint Parliamentary Assembly, and the Chairs of the other plenaries said it was very befitting. I want at this juncture to recognise the very able leadership of the delegation by my colleague, Prof. Kamar. This was ...

Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion of Adjournment. I am very happy, indeed. I would like, before making my contribution, to take the opportunity to thank the Almighty God and the people of Mukurweini for giving me the mandate to serve them. I also wish to take the opportunity to salute the substantive Speaker who was elected in a very tense environment and controversial time; but who has emerged to become moderate and lead this House to another level. Indeed, as my colleague, the hon. Member for Eldoret East, stated, ...

Bw. Clerk, we have information on the authority of some Members on that side that they have been intimidated and threatened with violence. They have been intimidated. As hon. Members, you cannot advocate democracy and bring street-wise behaviour in this House. They have been intimidated. Some of them are my classmates from college and they have been intimidated by hon. Ruto with violence!
