Speaker, as you know, I cannot interrupt my friend when he is speaking to this, but a report of the Public Accounts Committee (PAC) is one of the most important reports that we have in this House. In fact, Hon. Wandayi bears one of the biggest responsibilities in this House. Could it be in order if my friend would move to the Dispatch Box where historically we can see him as the Chairman of PAC presenting a report and not like a back-bencher where we have to strain our heads to look behind? view

Speaker, you have ruled on this issue before because I remember several communications from the Chair. You know law is interesting and that is why this Constitution which was done by my friend, Otiende Amollo and others, allowed Kenyans including courts of law and anybody else who is able to read such as Okiya Omutatah, to interpret it their own way. As I saw the Member address us, I was just wondering if I know the Standing Orders of dress and so on. I am seeing a dress which is so similar to Clerks-at-the-Table. Is it in order that Members should dress in such a manner so that we are unable to distinguish them from Clerks-at-the-Table? view

Temporary Deputy Speaker, we are very patient and waiting to contribute substantively to the Bill, but when issues are bandied around which cannot be substantiated, we have to rise and ask for these things to be substantiated. Nine thousand kilometres of road is the distance you travel to Central England and back. Is the Leader of the Majority Party in order to say that the Jubilee Government or whatever it is that he calls it, has built 9,000 kilometres of road?
