This is the only way by which those agreements and those consultations that we have had from both sides of the House can be captured and can legally be entertained in this House. We have argued in terms of constitutional theory; statute law and even by way of precedent. Gumbo is absolutely right that a reports before this House should bear the minutes and should be as detailed as it can be. But I want to dissociate this particular Committee from the other report that we were treated to the other day, seeing that, on page six, for example, you see membership of the Committee carefully set out; the people who participated in the discussions in this Committee.
