Abdalla, you have ably prosecuted two of these sessional papers and many of these policies are generic. The Speaker’s view is that once you have laid the foundation of the policy paper and have it seconded, Members should not have difficulties voting on it, notwithstanding the fact that we have not used up the whole hour allocated to it. view
