• 18 Jun 2015 in National Assembly: Hon. Members, this is a Bill with two clauses - the title and Clause 2. The President is seeking to amend Clause 2 of that Bill. The consequence is that the only thing which will be left of it is the title. When it is the title, it is a head without a leg and so, it cannot stand on its own.
