If they are fees, they are not refundable. The terminology of whether they are fees or whether it is a deposit needs to be clear.

Fees are also described in other legislation as money to the Government. So, if the fellow has paid it across the counter, he cannot get it back. So, who has this amendment? Do you want to change this language so that it is not fees; it is rather a deposit because then a deposit can be refundable. You can even say: “A refundable deposit of so much.”

Resume your seat Member for Rarieda. In a shorter way, and in future Chairman and those of you who are active in this legislation, if you are giving us further amendments, can we have them in writing so that it comes from you so that we do not propose it from the Table? So, you are saying that you propose to delete the word “fees” wherever it arises in Clause (1A) and substituting therefor the words “refundable deposits”. That is the further amendment. Let us deal with that further amendment first.
