Things have changed since the promulgation of the new Constitution, giving a Member the right to propose legislation to this House. Go back and read Standing Order 92. You can speak to the amendment when you are debating whether to amend it or not. As soon as we take a vote on the amendment, we go back to the Motion. Although it is the Motion as amended, it is the Motion all the same.
