Before you get into an argument, hon. Member for Meru and nominated Member, looking at these Standing Orders again, you have called on us time and again to enforce these Standing Orders. I can see that the Member for Kibra is very happy when paragraph 3 of that Standing Order says “Despite paragraph 2” as though to make it easy for him. That is before you consider the preceding phrases which go:- “(3) Despite paragraph (2), where an amendment has been moved to any part of a Bill in accordance with this paragraph, any Member may move an amendment to ...

Hon. Temporary Deputy Speaker, perhaps I could have spoken after my colleagues, but thank you for allowing me to make valedictory comments. Thank you. Members, you can see that the House is dwindling. When you see the House dwindling, it means that there is either lack of interest or lack of concentration or both. That can only tell you that it is time we stepped on to some other business. This business seems to have been prosecuted. You may have been waiting to contribute, Daktari, but all of us must not speak to every subject. When something has been said, you complement the other. We are talking about the person and not the terror situation in Somalia. We are sending him there ...

It is fair and good decorum that if you want to rise on something, do not bring up something that you think you should have approached the Chair on.
