  • 30 Apr 2019 in National Assembly: Hon. Deputy Speaker, I want to get away from that supposed presidential candidate debate. I want to go back to where we were. We were on debate on adoption of the Report for deferment of the Statute Law (Miscellaneous Amendments) Bill. I want to agree with the Leader of the Majority Party on this that we need to take up our roles very seriously. view
  • 30 Apr 2019 in National Assembly: Hon. Deputy Speaker, I am in Government and I am advancing its interest. view
  • 30 Apr 2019 in National Assembly: Were it not for the fact that legislation on betting, lotteries and gaming is a very important issue amongst the community, I probably would have gone the way of the Leader of the Majority Party that we must continue in spite of all these issues the chairmen of committees are bringing to us. We take time to research. Those reports are huge. We need them and we are not in those committees. We came here prepared to work on the legislation and then a Chairman, for some reason, says that the proposed legislation was done eight months ago and he ... view
  • 30 Apr 2019 in National Assembly: Because we are speaking to you, as the Chair of the Liaison Committee, we expect you to rein in these Chairmen, including their Vice-Chairmen. view
  • 30 Apr 2019 in National Assembly: I am also glad. Hon. Deputy Speaker, I do not intend to move away from the Government. I intend to sit in it with my both bottoms. view

  • 30 Apr 2019 in National Assembly: On a point of order, Hon. Temporary Deputy Speaker. view
  • 30 Apr 2019 in National Assembly: We have just dealt with an emotional subject in which the Leader of the Majority Party was, so-to-speak, struggling with his Chairpersons. As he said, they were not prepared. There is somebody called the Deputy Leader of Majority Party. How is it that business cannot be transacted in this House if Hon. Duale is not in the House? It is not possible. The Majority side of this House is telling us that business can only be transacted in this House if Duale is present here. Can you rule them to be out of order? I know the Leader of the ... view
  • 23 Apr 2019 in National Assembly: Hon. Temporary Deputy Speaker, thank you for allowing me to put in very quick remarks on this because I feel compelled. First of all, I take issue with the Chair of the Public Accounts Committee. It is correct when he says that PAC does not have a common stand on this. If the Chair knew that this was a controversial issue, courtesy would dictate that he speaks last. If the Chair of PAC comes to the plenary with the opinion of a clerk or a legal officer to influence the minds of the Members, he should know the limits of ... view
  • 23 Apr 2019 in National Assembly: not sit well with us that this is the law. We should follow it because when they were doing procurement in 2017, they knew that this was the law. Their lawyers should have told them so. We then proceed from there. If it will give us challenges, because I hear people talking about tax and so on, bring those suitable amendments to the Assembly. We will consider them against the Companies Act and pass them. I rarely support the Member for Homa Bay Town because he is a man who is given to other things, but for this and only ... view
