I appreciate your ingenuity and trying to keep us to the law but I will rule that the doctrine of estoppel will not apply for the specific reason that we are now dealing with a fresh Committee. What you may have said in a Select Committee may or may not have a bearing in the Committee of the whole House because this is Committee in plenary.
