We know that if you want to shorten the time of a particular Motion, bring it just before that Motion has been put to the Floor. Then we will make a decision on it. There is this Member for Embakasi South who is gesturing to the Speaker in a manner to suggest that if the Speaker does not allow him to talk, he may not come back to the National Assembly. view

The principles of this Bill are laudable and should be supported by conscientious people and people who know that water is life. However, every time I look at this Bill, I find it so difficult to support the various clauses that have been proposed. To start with, I am complaining that it is unfair for the National Assembly to debate Bills when committees have not presented to us reports on the scrutiny of Bills. We then can debate Bills from a point of information. Having said that, I want to go through the Bill and I hope that Members of this Committee, including my friend, hon. It is an issue that I stand advised on. I am not so sure that a Report was tabled; it is good practice that every time we debate Bills, we have a report. • 11 Nov 2014 in National Assembly: I was also looking at the sections dealing with sewage disposal and how to protect riparian areas. For those of us who live along Nairobi River, we have serious issues on how to protect riparian areas. I know that the Environmental Co-ordination Act, for example, addresses some issues, but this Water Bill needs to put special emphasis on how riparian waters will be protected and how sewage will be disposed of.
