You know you are right except that the Standing Orders themselves say that a Bill becomes the property of the House when it is published and read the first time. When you find that the Speaker has the wisdom to even know what has not come before the House, how do you suppose that the Office of the Speaker or the Office of the Leader of Majority Party is able to deal with a proposal which has neither been published nor read a first time? view
