At this stage, we are unable to re- open the question of constitutionality except if it turns out that you are passing an unconstitutional Bill. There are other arms of this Government that may decide to declare something to be unconstitutional or may decide not to interpret it or not to use it at all. view

  • 30 Apr 2014 in National Assembly: Member for Homa Bay Town, so that you carry along the Members to understand where you are coming from, this is a new clause. So, you are proposing to delete the principal Act. In a very brief way, tell them what is in the principal Act and, therefore, what you are deleting, so that they understand the impact of what you are saying. view
