This is because the Leader of Majority Party has referred me to the Constitution which says that the Clerk of the Senate shall be the Secretary to the Commission. But he has stated that, that does not necessarily make him an accounting officer. The definition of “accounting officer,” is found in the legislation; which is what is now in the amendment that this legislator is bringing before the House. view
