May you resume your seats. Hon. Members, this is the Committee of the whole House convened to consider the Public Procurement and Disposal (Amendment) Bill, 2013. So that we make progress, let us avoid the minefields as much as we can so that we make progress. There will be very little time we can save if we have debates during the Committee Stage. We only have 45 minutes. So, let us use them wisely so that we can see what we can do. We have considered Clause 3(a). We were considering Clause 3(b) and I propose the Question.
