First of all, I must congratulate the HBC for bringing this Bill before us. When there is a Private Member’s Bill, the HBC should facilitate the Private Member to bring it to the House as much as possible. I only want to ask the Chair because I am not in the Committee and we are seeing this for the first time, would it not be prudent if he amends his amendment further to say that each of the eight advocates should be nominated by their own branches so that you do not have the Law Society sitting in Nairobi and nominating people for those respective branches? I know he is the Chair but he is not speaking like the Chair, he is speaking like a member seconding the Bill. How much time are we going to give him to second the Bill? view
