Member for Shinyalu, just hold your guns for a minute. Let me get the Leader of Majority Party to make a comment. Of course, you understand that we have a constitutional order in our Standing Orders. So, allow the Leader the Majority Party to speak. That is the problem of coming late into the Chamber and finding your space taken by other Members who have been waiting. Well, Leader of Majority Party, before you entered into that saucy subject, which I am sure is interesting to hon. Members, I was waiting for you to tell us whether you support or oppose the Report; I am sure residents of Garissa Town want to know where their Member stands. I am sure they do not want their Member to be prevaricating.

Order, the Member for Kibra! There cannot be anything in terms of national security in this Chamber. This Chamber is safe and you should feel free to be in any part of this Chamber. Can you do the necessary?
