Hon. Kamau, he says that Nairobi should not necessarily be the place where the headquarters should be. It may be in Kisumu City or Mombasa City. According to him, there is no good reason as to why Nairobi should be the headquarters and, therefore, he does not see any good reason as to why Nairobi should be included in the legislation. That is his explanation.
