The Treasury, being the clever people they are, and trying to raise revenue, which they should, have pulled a legislation which was enacted in 1959 and has never been used since 1978 to try and see how to get money. Hon. Speaker, when I rose on a point of order to urge Members on this issue, I mentioned that you are doyen in these issues. You have just proved it. You have opened my eyes to something which I did not see. The Committee of Ways and Means that is in the Order Paper is a description of how the Leader of the Majority Party may have wished his Motion to be, but not necessarily that we were going to recline into a committee.

I am saying that some of these people are hiding behind prejudices that we have had. They are stealing as we watch. So, the fight against corruption must start from this Chamber. We will get rid of them. If you come to Ruaraka, we know how we will sort you. You will never get those schools. Even if you steal them, pay for them and put your name on the title deed, you will still not get them. I am talking as the Member for Ruaraka.

I would like to have a better clarification from the Chairman when we talk about rights and privileges that are not materially adversely affected. What is ‘materially adversely affected’? Can we have a law which is clear so that one may say that those liabilities or privileges should not be taken away from somebody, rather than these variable terms ‘materially adversely affected’? What does it mean in legislation?
