Member had proposed. He intended to have an amendment which carries with it discretion. If you put one which is obligatory, then you are coming with a different amendment altogether. So, it may not come as a further amendment. It can only come as an amendment, if you choose to bring a notice for that reason. Yes, hon. Charles Njagagua. view
