Whereas you are correct in the sense that conveying is an essential ingredient in this offence, that firearm can be a rebuttable defence to show that it was a lawful ammunition or arrow. The issue here is that the words “without authorization” are enough to explain whatever it is you are conveying. that there is no authorization from whichever people who are supposed to authorize it. Can I put the Question?

Hon. Mwadime, if you are talking about the national parks, we are talking about national functions. So, it does not relate at all to the county functions. If we begin mixing the two issues, then it becomes a legislation that affects the counties in which case we will have to discuss it in both Houses. I think you are making perfect sense because even the act of declaring anything is not a legislative function. We cannot control it from the National Assembly. You are, therefore, saying that it is a function which rests elsewhere. You can only do that by amending. So, can you quickly think on which words you want to be deleted and which ones you want to insert.
