It is just a general guidance, it is not a rule for anybody to follow, but perhaps when we will be looking at the Bill, Chairs will be allowed to give us a lot of details. We may just want to deal with the policy and then leave the details to their regulators. Therefore, hon. Prof. Nyikal, now that it is before us, we have to deal with it. view
