You can only move an amendment on the Floor if there is an amendment proposed, and you are seeking further amendment. You can do that on the Floor, but when you want to propose a substantive amendment that way, then now it has to be written according to your rules that you are aware of and submitted to the Speaker. Your proposed further amendment really negates his amendment. So, if you are speaking to his amendment, it means that you should have brought your own amendment. view
