Nyikal, he seems to be saying that during the Committee stage, we need to make amendments which just clarify the Bill. If we want to make huge amendments, which should have been the subject of debate in stakeholder consultations, it becomes a problem. This is the point we are making, that PPP is a good thing and we should support it. However, it is a major shift in the infrastructural policy.
