First of all, hon. Members, for honesty’s sake, if you have an amendment, you put it in writing. The original copy is filed with the Clerk’s Table, and it is the copy that becomes the copy of the House; not the one you are carrying on your table. But to be fair to him, the Member for Ndhiwa rose and proposed an amendment to Regulation 18(b) to include the following words:- “An amount not exceeding eight percent shall be earmarked for capacity building of the Fund beneficiaries and targeted groups, which amount shall be divided equally amongst all the constituencies.”
