When a Member raises to my attention lack of quorum in the House, I am under obligation of the Standing Orders to notice whether there is quorum or not. I, therefore, order the Clerk to do a head count and find out whether we form a quorum. There being no quorum, I order the Division Bell to be rung for ten minutes before the business can be transacted. view

Members, let me tell you something; even when the Division Bell is ringing, as long as we are in the Chamber and the Mace is on the Dispatch Box, order will be maintained in the Chamber. You remember one of the terms of reference of the Motion this House Select Committee had to deal with was to find out whether this is a drug or not a drug. So far as that Select Committee is concerned and until they bring a report, one cannot make a factual decision that it is either a drug or not a drug.
