We are looking at Section 20 of the principal Act and the basis of sharing the CDF money vis-a-vis the budget ceiling. It has been proposed in part (a) of the amendment that the budget ceiling for each constituency be three quarters of the specified amount divided equally among all constituencies, and that an amount equal to a quarter specified be divided by the national poverty index multiplied by the constituency poverty index.
