  • 1 Sep 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I think the hon. Member for Kaloleni has a problem! view
  • 1 Sep 2011 in National Assembly: Thank you for your protection. I was just in the middle of responding to these issues. If there is need, for instance, I cannot pretend that I can take the decision on behalf of the House Business Committee. I can see the hon. Member for Ikolomani listening to me very carefully because should I, for instance, take a decision here on his behalf, that will be improper. I have said that we will meet on Tuesday at the rise of the House and be able to take into account the sentiments that have been expressed in this House this afternoon. ... view
  • 1 Sep 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the House Business Committee has no intention of acting outside its mandate as defined under the Standing Orders and as read by the hon. Member for Chepalungu. For instance, if we take the decision to disband this Committee, I am sure it is not assuming too much, if I was to say that the decision will have to be brought through a Motion, and that the House itself dissolves the Committee. I think that is the only way to go. view
  • 1 Sep 2011 in National Assembly: Yes, Mr. Temporary Deputy Speaker, Sir. I also said that we shall take into account the sentiments expressed by each hon. Member because it is on the HANSARD. I would like to propose to the Clerk that a copy of what has gone on this afternoon be presented before the House Business Committee so that hon. Members can look at all that. This is because I cannot specifically answer some of these things, but one thing is clear in my mind; that we have to abide by the provisions of Standing Order Nos.175 and 198 and all the other Standing ... view
  • 24 Aug 2011 in National Assembly: Mr. Speaker, Sir, could it be understood that this matter is most opportune. This is the time to deal with this matter and I am sure the Minister would want to deal with it personally by Tuesday. I have already seen Statements that are attributed to the Minister for Foreign Affairs on this particular matter because it is a developing story. If we give him up to Tuesday, he should deal with it. view
  • 24 Aug 2011 in National Assembly: Mr. Speaker, Sir, considering the very heavy schedule before the House between now and Friday and it being understood that this is a developing story as you put it, you could give the Deputy Prime Minister and Minister for Finance up to Tuesday to come up with the Statement. view
  • 24 Aug 2011 in National Assembly: Mr. Speaker, Sir, I am most obliged. view
  • 24 Aug 2011 in National Assembly: Mr. Speaker, Sir, I beg to move the procedural Motion:- THAT, notwithstanding the provisions of Standing Order 20(2) this House orders that the sitting time of the House on Wednesday 24th August 201l (Afternoon Sitting) and Thursday, 25th August 2011 (Afternoon Sitting) be extended until conclusion of business appearing on the Order Paper on each of the days. view
  • 24 Aug 2011 in National Assembly: The reason for this Procedural Motion clearly has to do with the many other reasons that I gave yesterday afternoon. It is now very clear in the minds of all of us, as hon. Members of this House, that we have urgent business that we have committed ourselves to accomplishing. I want to congratulate the House because last night, the Members sat until midnight. Indeed, the House Business Committee was sitting after midnight - I congratulate the Members - in order to agree on the Order Paper for today. For those reasons, I would like to urge that we continue ... view
  • 24 Aug 2011 in National Assembly: Mr. Speaker, Sir, I beg to move the following Motion:- THAT, notwithstanding the provisions of Standing Order 20, this House resolves to have a Sitting on Friday, 26th August, 2011 starting at 9.00 a.m. view
