  • 1 Sep 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, if you could protect me from loud consultations from the rear, I would really appreciate. I think it is important to listen to each other. view
  • 1 Sep 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, last Friday, all of us were witnesses to a momentous occasion, a landmark occasion, historic in every sense, when our country was able to witness the promulgation of a new Constitution, ushering us to, indeed, a completely new Republic – the second Republic. We were all there. We had been made careful, as the House Business Committee, to make sure that every hon. Member had a prime place to sit. I hope that hon. Members were not grossly inconvenienced. I, in fact, do recall that we got a report that we were all to get ... view
  • 1 Sep 2010 in National Assembly: constituents celebrated, now that every constituency has become a district. I am sure that the celebrations were at the constituency and district levels. Hon. Members need to go home and join their constituents for slightly more than a week and come back recharged and ready for the implementation process of a new Constitution. view
  • 1 Sep 2010 in National Assembly: I beg to move and request the Minister for Agriculture Dr. Kosgei, to second the Motion. Even if the motion does not necessarily require seconding as per our Standing Orders, it is important that the Chair recognize the Deputy Leader of Government Business. view
  • 31 Aug 2010 in National Assembly: Mr. Speaker, Sir, I am sure that hon. Musila is aware of the doctrine of collective responsibility. Therefore, he is bound by the Statement by the Minister for Foreign Affairs. Therefore, I think his remarks, to the extent of a clarification, although I am aware that he is a member of the Parliamentarians for Global Action, should be expunged from the records of this House. view
  • 31 Aug 2010 in National Assembly: Mr. Speaker, Sir, first of all, I thank my good friend Dr. Khalwale for making request for this Ministerial Statement and for actually inviting all of us to this evenings cocktail. Indeed, I was going to stand up and invite all of hon. Members to join me as we continue to celebrate what has been really momentous. I hope he would be the first one to get there, because I want to shake his hands. I will definitely get back to this House sometime next week. I think that is a valid request. I need to check with the Prime ... view
  • 31 Aug 2010 in National Assembly: Mr. Speaker, Sir, I do not want to anticipate debate, but it is possible when the House Business Committee (HBC) meets soon after the rise of this House, there may be a Motion of Adjournment. In the event that the House does not adjourn, then, certainly the Statement will be delivered next Thursday. If, however, the House adjourns, then it will be delivered as soon as we come back from recess. In any event, that will have given me all the time to get all the facts because Dr. Khalwale is very--- view
  • 26 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) I am aware of the alleged wave of armed robberies in Matuu Town. However, I am not aware that the said wave is attributed to recent release from prison of hardcore criminals through Presidential pardon. It should be noted, however, that the regulations for presidential amnesty provide for the release of only petty or minor offenders, who have good conduct and who were convicted to serve sentences not exceeding six months, and reformed offenders who have good conduct and have a balance of nine months to serve. Hardcore criminals are, ... view
  • 26 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, first of all, I would like to give my sympathies to the Member of Parliament for Yatta, because his CDF Offices were visited the wrong way. Those are not the type of visitors he would wish to receive at his CDF Offices. We all know that he is doing a brilliant job with the CDF funding. Be that as it may, there is no contradiction in the Government. Since receiving this information about the answer given before the House by the Ministry of State for Provincial Administration and Internal Security, I have since checked with ... view
  • 26 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, I would like to suggest that this morning’s Questions be deferred to the afternoon sitting. As you can see, some of the hon. Members who have put up these Questions are not here. Hon. Ojode is ready to deal with the second Question by Private Notice, but the Questioner is not here. It appears as if the Members are not set for this sitting. I want to suggest that we give them a little bit more time and have these Questions answered in the afternoon. view
