That being the case, I think it would be important for the Minister for Finance to give an update because even those countries that were originally free like the People's Republic of China, are actually now beginning to feel the same effects. Mr. Deputy Speaker, Sir, I wish to plead with my hon. colleagues, in particular my learned friend, the hon. Gitobu Imanyara, the Member of Parliament for Imenti Central with whom I went to law school, that the doctrine of negating the work of this House so that what you refer to as operation of the law; that this House acts in vain, it is my humble submission that, that doctrine does not apply. This is because in its legislative capacity, this House cannot be subject to any other authority.
