  • 16 Dec 2008 in National Assembly: Mr. Speaker, Sir, I beg to move the following Procedural Motion:- THAT, pursuant to the provisions of Standing Order No.98, this House orders that the publication period of the Constitution of Kenya (Amendment) Bill (Bill No.24) be reduced from fourteen (14) days to five (5) days. Mr. Speaker, Sir, following the consensus that has been painstakenly put in place over the last few days, it is now possible to move this Constitution (Amendment) Bill. We can only move this because a Constitutional Bill requires that the publication period be 14 days, and if we were to go strictly by that ... view

  • 16 Dec 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. I really did not wish to interrupt Mr. Githae. However, this Motion of Adjournment should have certainty with it. Normally, we adjourn after a certain time or sine die as I was, hopefully, going to move tonight. Now, in the absence of clarity, are we adjourning for 30 minutes or another day? Perhaps, Mr. Kiunjuri would wish to specify so that we have a definite time period. Probably, he needs to amend his own amendment! view
  • 16 Dec 2008 in National Assembly: Mr. Speaker, Sir, in view of that decision by the House which I sincerely respect, it obviously then means that we have to continue with these consultations. Therefore, the House Business Committee (HBC) will sit immediately upon the rise of the House so that we can begin to ventilate. Mr. Speaker, Sir, any hon. Member with any interest in this matter, I am sure will want to be part of the consultation process. But first of all, the HBC naturally needs to meet so that we can hopefully then move the next Adjournment Motion tomorrow morning. December 16, 2008 PARLIAMENTARY ... view
  • 10 Dec 2008 in National Assembly: Mr. Speaker, Sir, I am a bit mystified because all of us have just moved from the Old Chamber to this place. I request that we get back to this Question later. Indications from my office are that the Ministry was ready to answer this Question. view
  • 10 Dec 2008 in National Assembly: Yes, indeed, Mr. Speaker, Sir. I tried to find out where the Minister for Labour could be. Indeed, our records indicate that Mr. Sospeter Ojaamong was scheduled to answer this Question. Now, we are told that he is out of town. Perhaps then, could this Question be deferred to tomorrow? view
  • 10 Dec 2008 in National Assembly: Mr. Deputy Chairman, Sir, it is just that some of my colleagues think that, because I am the Leader of Government Business, I should not say something. However, this is something we are doing for posterity. Indeed, the Standing Orders indicate that it is not always the case that the Vice-President December 10, 2008 PARLIAMENTARY DEBATES 4033 will have to be the Leader of Government Business. In fact, they specifically say that a Minister could be Leader of Government Business. Besides making reference my learned friend, Mr. Gitobu Imaranya's sense of decorum that, since the Leader of Government Business is ... view
  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, I have already detailed officers to go after this contractor and come up with something substantive that I can report before the House. Therefore, considering that the House is likely to go on recess soon, although I should not anticipate debate, I thought that in the next Session, a lot of work will have been accomplished and I will report progress. I hope the Member for Eldoret East will bear with us. view
  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, I am sorry there was a bit of loud consultation on this side of the Front Bench. Could Mr. Ethuro kindly repeat his request? view
  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, while apologising to the hon. Member for Turkana Central, I am sure he knows I really care looking at everything. I undertake to expeditiously bring this matter to the attention of the Minister for Water and Irrigation. view
