Mr. Speaker, Sir, I followed the debate yesterday. I recall that Sen. Wamatangi, the distinguished Senator for Kiambu, told the distinguished Senator for Bungoma that he is the Senate Minority Leader of the House but not the leader of the Opposition. Therefore, respect must be accorded by the leadership to everybody in this House. Mr. Speaker, Sir, I do not think it is right for a Senator to use derogatory terms against another Senator because that is an abuse of the privilege of the position that the person holds in this House. Mr. Speaker, Sir, on a point of order. The most important thing in this House is that we must, as you correctly say, maintain decorum. When the Leader of Minority, on HANSARD, says that, “there is dictatorship in the Senate and this is connivance between the Speaker and his deputy.” That is on record. Are you going to allow it to go on record; that you and I are conniving to create dictatorship in the House, a Senator refers to another one and specifically to myself as intolerant just because I raised a point of order? Thank you very much, Mr. Speaker, Sir. I am happy that Sen. (Dr.) Machage has brought up that issue. It was one of the issues that I was going to raise. Sen. Wetangula and I, as he has correctly said, go back a long way. He and I served as Assistant Ministers in the Ministry of Foreign Affairs. We served this great nation with distinction. Mr. Speaker, Sir, I respect that very much because I can see has gone to consult at the other corner of the Senate. The point I am making is that I want to hope that the National Assembly realises that the Ksh29 billion that we increased and which we know can be found in the budget of this country, is going to counties. The National Assembly should appreciate that the constituencies they represent are within the counties so that it is in their interest that this money should go there so that their people can benefit.
