  • 27 Oct 2015 in Senate: Mr. Speaker, Sir, I have also seen the answer this afternoon. When we were Assistant Ministers, we were often given the role of answering Questions in Parliament. We were not allowed to answer Questions we did not know how to. For example, you could not say; “refer to (a) above” when answering a different part of a Question. This is rude. I have never seen anything like this. Why did he answer parts 3, 4 and 5? He could have sent us to get all the answers from the Nairobi County.   • 27 Oct 2015 in Senate: Mr. Speaker, Sir, listening to you reading that Petition on behalf of the people of Nandi, I read frustration on their part and the fact that they know their rights but they are frustrated because either the county assembly is not playing its oversight role properly as per Article 185 of the Constitution or there is no public participation at all in Nandi County.
