I cannot give you more than what is already in the book because if any person fails to comply with the request from a Committee of this House, then your recourse is to the Standing Orders and to Article 125 of the Constitution. You have brought to my attention Article 153 of the Constitution which obliges a Cabinet Secretary to attend, but you see that can only be enforced by Article 125 of the Constitution. For the enforcement of Article 125, I do not even have to make a ruling from the Chair because it is administrative. Therefore, it is for the Committee to decide that it has become necessary for it to invoke Article 125 of the Constitution.
