Yes, it is courtesy but the Speaker’s Office has no business with voting. Voting is a function of the House and the Whips have a function to play in seeing that Members are here to vote.

You are completely out of order. That is why I asked you to take your seat. You are misleading the House. I will reiterate, at the risk of repeating myself, that it is not the Speaker’s function to whip Senators to come and vote. That should be very well ingrained in every Senator’s mind because that is the procedure. We have Whips in the House and it is their duty and role to whip Members to come and vote.
