So, a statement that is rendered in this House technically is a statement by the Chairman of the Committee and not anybody else. That is the system that we are following. Those powers are bestowed by the appointing authority, which was not you. The other thing that I said more fundamentally is that strictly speaking, in the new constitutional dispensation, the person issuing the Statement is the Chairman of the Committee. It is assumed that that Statement has gone through the Committee, they had an occasion to discuss it and they have come up with a position which adopts or does not adopt the position of the Cabinet Secretary (CS).
