Standing Order No. 42(1) states:- “The Speaker of the Senate shall read to the Senate any message from a County Assembly to the Senate and such message shall be in writing and shall be signed by the Speaker of the County Assembly.” To me, it is mandatory. Let it tell us the things you are now seeing. Remember that all these committees are open to anybody.
