  • 5 Jan 2017 in Senate: Order, Senators! Sen. Orengo, what you are doing under Standing Order No.99 is correct and it can be done. It makes a lot of sense because we will not stop the debate, but adjourn it so that we can get an outcome from the leadership. So, I agree with Sen. Orengo. The only problem, of course, is that he, under Standing Order No.99, has already contributed to the dilatory Motion. So, somebody else will have to make that proposal to validate what you are doing. view

  • 5 Jan 2017 in Senate: Order, Sen. Kiraitu Murungi. I ruled that Sen. Orengo will not be the right person to move that Motion because he has already spoken on the dilatory Motion. • 5 Jan 2017 in Senate: Thank you, Mr. Speaker, Sir. I wish to thank you for this opportunity. This is an important Bill that we are debating. I want to start by thanking you, like Sen. Orengo, and thanking the House for having given this House the opportunity not just to have public participation but also to have two joint committees of this House sitting together and considering this important issue. Mr. Speaker, Sir, right from the outset, let me start by saying – because I am a Member of the Legal Affairs and Human Rights Committee – that in our public hearings, we listened ... view

  • 5 Jan 2017 in Senate: Thank you very much, Mr. Speaker, Sir. This is an important point being made because it is true we have discussed the issue of designations over a long period of time. I want to believe that my colleagues who have talked about it from the Minority side have seen the letters of designation and that is the only reason that they have raised the issue. view
  • 5 Jan 2017 in Senate: Mr. Speaker, Sir, it is true that there are two letters but there is one which is later than the other one. We all listened to you and nobody talked when you were talking. Let is listen to each other because at the end of the day the Speaker is going to make a ruling on this. The point I am making is that, if you have seen those two letters which I have had The electronic version of the Senate Hansard Report is for information purposes only.
