Unfortunately, Order No.11 was to consider two Bills; the County Allocation of Revenue Bill which is important and the County Governments (Amendment) Bill, Senate Bill No.1 of 2014 which is also important. However, seeing that there is no quorum, the Standing Orders do not allow us to continue to sit in Committee unless we have a threshold of 24. We have to vote by delegation on every amendment.
