Sen. Elachi, first, you have contributed to the Motion. Secondly, if you refer to Standing Order No.86(3), it states clearly that:- “The Mover of a substantive Motion may surrender all or part of his or her right to reply to another Senator or Senators nominated by him or her who has not already spoken to such Motion.” Therefore, you cannot possibly reply.
