If you want to talk about Article 203(2), which is very clear and I have read says; “(2) For every financial year, the equitable share of the revenue raised nationally that is allocated to county governments shall be not less than fifteen per cent of all revenue collected by the national government.” Right? However, the point I am making is that as far as I am concerned nobody has shown me that we have more recent audited and approved accounts other than what we have in the Bill pursuant to what Sen. Billow explained when he was doing the clarifications. view
