Mr. Deputy Speaker, Sir, I am not quite sure that I followed her question because of loud consultations. However, I got the last part of her question where she said that the motorcycle has not been provided with fuel. However, I would like to assure her that our Ministry gave and delivered a new motorcycle to Butula Division under the National Agriculture and Livestock Extension Programme (NALEP). The registration number for the motorcycle is GK A284L.

Mr. Deputy Speaker, Sir, food security is a general subject and we can discuss it from now until the closure of business of the House today. However, I am quite surprised by the hon. Member who has asked what a motorbike has to do with food security. To me, that exposes that, maybe, she has not been to the people to see the efforts the Ministry and the Government is making to ensure that there is food security. Food security, as the hon. Mr. Deputy Speaker, Sir, it is not in my place to say whether or not the hon. Member is ignorant on the issues we are discussing here. However, the point I am making is that the issue is one of whether or not we are making progress in the right direction to create food security to all the people in this country so that they have food on their table from time to time.

Mr. Deputy Speaker, Sir, we are promoting the growing of sugar-cane in that area. If the people do not appreciate or do not want to grow sugar-cane, I do not know what we, as a Ministry, are supposed to do. However, we are making every effort to give the people a November 1, 206 PARLIAMENTARY DEBATES 3325 chance and ability to grow the crop that can earn them cash so that they can put food on their table in due course.

Mr. Deputy Speaker, Sir, the question about food insecurity is very important. I appreciate where Prof. Mango comes from. The point I am making is that the Government, through the Ministry of Agriculture, is making an effort in the right direction. In Butula Constituency, for instance, the Government has given and provided planting seeds during the long and short rains. The intention of the Government is not to create a dependency syndrome. During Question Time on Wednesday last week, when I was answering Prof. Olweny's Question, you directed that I should table a list of all technical officers in the Ministry of Agriculture. I have a list of all the technical officers in the country. They are listed according to provinces. I thought that Prof. Olweny and other hon. Mr. Speaker, Sir, I beg to reply. (a) The ICDC, CDC and IDB are no longer represented in the board of directors of Sony Sugar Company Limited. (b) The said directors have earned Kshs4,590,917.50 for the last three years. (c) The Minister removed them from the Board vide Gazette Notice No.4521 of 14th June, 2006.

Mr. Speaker, Sir, the answer to that is historical. The ICDC, CDC and IDB had always been minority shareholders with the Government of Kenya holding the majority shares. It is for that reason only that they were appointed to be represented in the Board of Directors. As soon as the company finished paying the loan that was owed to the CDC the person who was representing the CDC in the Board of Directors resigned but the ICDC and CDC did not resign although they held only 0.99 per cent of the shareholding in the company, prompting the Minister for Agriculture ...

The position is that the money was held by a consortium of banks from which the Board had taken an overdraft against coffee stocks, for onward lending to coffee farmers.
