Although Mr. Ahenda is my neighbour, we differ on this particular issue. I stand to oppose this Motion. I oppose the Motion because the arguments advanced to support this Motion are at best frivolous, vexatious and in my view, mischievous.   • 1 Aug 2007 in National Assembly: Since 1985, the death sentence has not been effected for reasons that are not apparent. In fact, this Government should move away from the phobia of fearing to carry out the death sentence. Mr. Ahenda may talk like he is talking now because he has not had, perhaps, a close relative of his killed in circumstances that are unspeakable like today's slaughtering in the streets. All our roads in the country, including the Nairobi-Mombasa Road, Nairobi-Nakuru-Kisumu Road and so on are replete with potholes. Could the Assistant Minister, in his clarification, rationalize to this House why Equity Bank is being treated by the Government as a favoured bank? Particularly, two years ago, the Government, through single-sourcing, under mysterious circumstances, allowed the acquisition of retail banking of the Industrial Development Bank (IDB), which is a public institution, to go to Equity Bank. There is also a directive that all farmers who produce and market their cereals through the National Cereals and Produce Board (NCPB) must get their payment through the Equity Bank. First, I would like to commend the Minister in charge of this Ministry for his result-oriented endeavours to bring about efficacy in that Ministry. But having said that, it is true, as a matter of fact, that, that Ministry is the nerve centre of Government operations and service.   • 11 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the people of Emuhaya are now hopeful that the Electoral Commission of Kenya (ECK) is going to look at them favourably. Indeed, as underscored by the Minister for Justice and Constitutional Affairs just the other day, that there is going to be 30 new constituencies, we, really, are hopeful that we will fall in the category of districts that will enjoy a new constituency, so that we are a district of not one constituency but a district of two constituencies, because we have the requisite numbers.
