  • 9 Jan 2013 in National Assembly: Mr. Deputy Speaker, Sir, is it not possible for the Ministry of Water and Irrigation to borrow from the Ministry of Roads. The Ministry of Roads has a permanent programme of maintaining roads annually. Is it possible for this Ministry to consider desilting dams even if it is for a period of five years and know that it is automatic and should be desilted after this period and during the dry spell? This should be a programme that should be known for all the dams and it will ensure that we do not have issues of siltation. view
  • 3 Jan 2013 in National Assembly: Mr. Speaker, Sir, I beg to give notice of the following Motion. THAT, this House adopts the Report of the Select Committee on Delegated Legislation on the Petition by the Kenya National Union of Teachers on the legal status of Legal Notice No.16 of 2003, laid on the Table of the House today, Thursday, 3rd January, 2013. ADOPTION OF THE SECOND REPORT OF LAFAC view
  • 3 Jan 2013 in National Assembly: Madam Temporary Deputy Speaker, from the outset, I want to say that the Provincial Administration has been doing a good job more so in terms of gathering intelligence. view
  • 3 Jan 2013 in National Assembly: Madam Temporary Deputy Speaker, Sir, Members of Parliament and other Kenyans sometimes take for granted the work done these gallant Kenyans do. In the areas we come from, we have seen chiefs being able to ensure that security, law and order are maintained. They do this under very difficult circumstances. My colleagues, the Members of Parliament, have said that they need to have means of transport. In Mutitu where I come from, you will realize that some of the locations are as big as divisions in urban centres. So, I want to call upon the Minister, as we support him, ... view
  • 20 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, while appreciating what the Minister for Planning, National Development and Vision 2030 has clarified, when it comes to the issue of when to dispense of these monies, could he also liaise with Treasury, so that the accountants can also expedite the signing of these cheques because that is another problem we are having with the District Accountant, so that these projects do not stall because some Government bureaucracy is not working? view
  • 20 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to add my voice to this important Motion. I support the appointment of Mr. David Kimaiyo. I have known him for quite a while. He has been an outstanding police officer. Some of us might not know that in 2002, during the transition from KANU to the NARC Government, Mr. Kimaiyo was then Deputy Commissioner of Police and he did a sterling job at that time. This is an officer who comes in with a wealth of experience. He is known to police officers as a fair and just officer, who would get ... view
  • 19 Dec 2012 in National Assembly: Mr. Speaker, Sir, I wish to join my colleagues in congratulating His Excellency the President. I joined this Parliament ten years ago when he started his presidency. As he leaves the presidency to go on retirement, I will be leaving this Parliament to go and start my new job as the Governor of Kitui. Mr. Speaker, Sir, the President will be remembered for the infrastructure in this country. The few days that Mr. President will be in office, just to complete his job on the infrastructure, I think he will remember the road from Kibwezi to Kitui which he promised ... view
  • 29 Nov 2012 in National Assembly: Mr. Deputy Speaker, Sir, while congratulating the Attorney- General for now being a senior counsel, would you direct him, because of the sensitivity of this matter, to report back to the House by latest tomorrow or by the close of the business day so that we can know the fate of those Kenyans? view
  • 22 Nov 2012 in National Assembly: Thank you, Mr. Speaker, Sir, for awarding me this opportunity. In fact, the hon. Member who spoke before me just took the action that I was about to take. Chiefs in the country are living in a situation of uncertainty. They have children who go to school. They also want to be assured of their income. They do not know their fate. They have been talking to us and they have been saying that we need to petition Government. I, therefore, want to support the hon. Member. As a matter of urgency, now that we are going to the elections ... view
  • 22 Nov 2012 in National Assembly: Mr. Speaker, Sir, we are in the rainy season and many bridges are in a sorry state like that of these two bridges. In Mutito Constituency, Thua Bridge is also in a bad state. What is the Assistant Minister doing to prioritise the bridges which are in such a state so that emergency money can be taken to repair these bridges particularly the Thua Bridge so that the people of Mutito are able to cross over when rains are plenty in Ukambani? view
